That breaks bulk builds for point releases.  i.e. if we still do a 1.3.4
in addition to 1.4 (which looks possible), the pkg build for 1.3.4 wouldn't
include it.

pkgsrc (including bulk builds) is intended to work on all NetBSD releases
since its inception, i.e. 1.3.

Additionally, SITE_SPECIFIC_PKGS relies on the ability to use the recursive
make structure, and older releases would otherwise not see those pkgs at
all.
