Um, then the person should not be using pkg system dependencies against such
a thing.  The most common dependency is a shared library dependency--which
are not always built when done "the old way", or may have a different shlib
version number (or worse yet, be an incompatible release but provide the
*same* shlib version number).

This proposal was for an option, not default behavior.
