These files aren't config files but do document the state of the pkgs
installed, they belong very well into var. If we move them anywere, it'll
probably be something like /usr/pkg/var/db/pkg so we can parse this state
information (i.e.: use pkg_info) in the case of a shared /usr/pkg.
