That is *really bizzare*.  From the install target in the gemdropx makefile:

install: gemdropx
        /usr/bin/install -c -s -o bin -g games -m 2755 gemdropx
<snip>
        /usr/bin/install -o bin -g bin -m 0644 README

And it is executing both the first and the last line there..  It almost looks
to me like your bsd.pkg.mk file is out of sync somehow, or it is blowing up in
one of the automatic functions..
