Yes. The only reason I've read so far is that it would break updates.
And that is just not true. I've updated my X11 installation more than
once without any problems with the packages located there.

But moving these programs to "/usr/pkg" will cause lots of trouble,
incompatibilities and problems with not packaged applications without
any real gain.
