To do proxy arp, use net/choparp from pkgsrc.  I use this in
ifconfig.tlp4:

inet 192.168.3.1 netmask 0xffffff00
!nohup choparp $int auto 216.158.24.192/27 192.168.1.0/24 > /dev/null 2>&1 &

This is for netbooting a SGI Indy that always behaves as if it has a
netmask of 0, but choparp will work also as you want to snag out a
longer prefix from a larger subnet.

I also had problems using 'pub' arp entries for this task.
