	when IPv4 DHCP address pool is full, MacOS X/WinXP machine would use
	IPv4 link-local address (169.254.0.0/16).  if such a node is present
	on normal subnet, the following log would appear on machines that are
	using non link-local address.

	question:
	- should we try to supress the log when my interface address is not
	  inside of 169.254.0.0/16 range?
	- should we try to suppress the log when my interface address is in
	  169.254.0.0/16 range and we hear ARP for non link-local address?
