I'm running with a racoon built from 20030102 sources with PSK...
no problems here:
# /etc/rc.d/racoon restart
racoon not running? (check /var/run/racoon.pid).
Starting racoon.

... and I'm sending this through an IPSEC tunnel from my PowerBook.

I wonder why it says "starting local daemons:." so many times...?
Dependencies?

Not unless you find anything special in /var/log/messages.
The racoon source hasn't been touched for over a month.
My guess is that racoon dies before it gets so far that it actually
needs to read psk.txt.
