I don't understand how the subject of your email has anyting to do
with the contents of it.

If you're complaining that bpf (tcpdump) on ppp0 is broken then fix
the driver (ppp).  At least I had a go but unfortunately whilst the
changes looked correct, I don't have any netbsd boxes with ppp setup
to test.  If you meant anything else, then I have no clear idea what.
