According to the OpenBSD sources, the symbol cards use '4' for true
ibss mode.  Newer lucent cards use '1' and prism2 cards use '0'.
There's also some interesting code in the driver to make sure it does
things correctly for all the media types and firmware revs of symbol
cards.  It also notes that symbol cards cannot currently do ibss
creation (wicontrol -c 1)
