Thinking about it a bit more, I can also see a way to use altq running
locally to do a metered-rate injection of the TOS_THROUGHPUT stream.
Eg. if the downlink is known to have a 1-Mbit/sec capacity one can set
up the TOS_THROUGHPUT stream to use at most 500Kbits/sec of that.
That has the advantage of not queuing up "bulk xfer" packets inside
the master controller.
