Pick this nit *hard* with your ISP, what they're asking you to do is
basically illegal.  As pointed out elsewhere, NetBSD won't be the only 
OS to "break" in these conditions.

If that's too hard, and you want to use the "wider network" trick you
described, you can re-gain access to the not-really-local IP addresses 
by adding host routes for them via the gateway, if you need to.
