It is definitely time to add a switch to turn off current "host 0 is
broadcast" behavior. While it will need to be default on for quite some
time (there are still a lot of SunOS 4.X hosts out there), it should be
available to people who have clean networks with modern OS's on them. In
the modern CIDR world, it's silly (and wasteful) to reserve two addresses
per subnet for broadcast.
