Well.

I read the source nfs_bootdhcp... and found a way to get around my troubles.

host wallmount {
  hardware ethernet 00:80:AD:B0:9B:68;
  fixed-address wallmount.capybara.org;
  server-name "192.168.1.1:/var/export/wallmount/root";
}

This works.  But it's a nasty hack.
