It certainly can.  traceroute does this to implement PMTU in userspace :-)

(raw socket + HDRINCL)

Uh... I'm sorry, but that's a crock!  That "dusty old pile of RFCs" forms
the foundation of the Internet, and if people start ignoring them with
reckless abandon, then the Internet falls apart.
