[ slow ftp performance ]

I must admit I've seen similar slow ftp performance for NetBSD 1.3 and I
think also 1.2.1. In both cases I was installing the system by ftp-ing the
distribution sets from a host on the same 10 Mbps coax cable. The speed
was only in the 30-50 K/s range, while I would have expected much
better. Also, in all cases the other machine was NetBSD (1.2.1 and 1.3)
too.

This was with ne2000 <-> ne2000 and 3c509 <-> 3c509 cards so it does not
seem to depend on that.

Next time I'll try to add tcpdump to the equation.
