Hi folks...

I'd like to remove the TUBA code from the netinet and netiso parts of
the source tree.

For those who don't know what TUBA is, it was one of the candidates for
IPng.  The implementation basically glues TCP to the ISO addressing scheme.

I'd be surprised if it still worked in our tree, and there's not really
much point in maintaining it; there was _never_ a user base for it.

So, if there aren't any objections within the next few days, I'll nuke
TUBA from the NetBSD-current sources.
