I'm using current versions of rarpd and bootparamd on NetBSD/Alpha to
netboot other NetBSD/Alpha machines.  If they work on the alpha, they
should work without too much trouble on a m68k box.  8-)  NetBSD/Alpha
uses bootp/tftp(?) in the boot blocks, and arp/bootparams/NFS in the
kernel to do netbooting, and i've tested that code recently.

You say that tcpdump shows the replies on the net but your Sun 3/60's
aren't seeing them... that sounds more like a bug in either your
configuration or in the sun3 network boot blocks.
