FreeBSD is also trying something like this, originally intended to be included in FreeBSD 11.0-RELEASE, but that proved far too ambitious.

Now FreeBSD is apparently trying to include pkgbase in FreeBSD 12.0, but activity on emailing list is very infrequent.

Would NetBSD users have the choice on whether or not to include native X in NetBSD system package, or to use pkgsrc modular-xorg?

FreeBSD does not include Xorg in base system, only in ports (their package building and management system, comparable to pkgsrc for NetBSD).
