FreeBSD is also trying something like this, originally intended to be included in FreeBSD 11.0-RELEASE, but that proved far too ambitious.

Now FreeBSD is apparently trying to include pkgbase in FreeBSD 12.0, but activity on freebsd-pkgbase%freebsd.org@localhost emailing list is very infrequent.

Would NetBSD users have the choice on whether or not to include native X in NetBSD system package, or to use pkgsrc modular-xorg?

FreeBSD does not include Xorg in base system, only in ports (their package building and management system, comparable to pkgsrc for NetBSD).
