A more developed anoncvs shell is available at openbsd
http://www.openbsd.org/anoncvs.shar
in a style expected from openbsd. 

There is a very similar one from FreeBSD
ftp://ftp.freebsd.org/pub/FreeBSD/development/FreeBSD-CVS/anoncvs.shar
this one doesn't have a license, but it looks very similar to the
first OpenBSD one above, which does. linked on bottom of
http://www.freebsd.org/doc/en_US.ISO8859-1/articles/hubs/mirror-requirements.html
