Not to mention that, as grotty as the implementation is, the basic
technique is really correct: rather than ad-hoc rules to guarantee
that no dependencies are pending for more than <sync interval> seconds,
you really _do_ want to draw the dependency graph, and figure out what
to flush in which order.
