what was the actual panic?  this seems unexpected.

note that you can use makefs(8) to create populated images into
files, without any kernel device support (vnd), or newfs(8) on
on raw files with the -F option, which might avoid this if it
matters (and makefs is available as nbmakefs in a tools build
of the system.)
