I’m not always one to defend “the UNIX philosophy,” but in this case root could redirect console output and route it through a filter that applies arbitrary escape codes to it via pattern-matching.

Of course, that won’t catch things logged between boot and the filter’s setup; maybe if that’s *really* needed, some BPF or module hooks would work for it without imposing a ton of overhead (especially on kernels not using it).
