It seems NetBSD is missing the quirks needed to support the Intel
Gemini Lake eMMC controller.
I ran into the same issue: see port-amd64/59434.

My workaround was to add an M.2 SATA drive and install to that instead.

If you need eMMC support specifically, I was able to run FreeBSD, may
be worth a look.
