Hello tech-kern,

I've finished implementing miscfs/fullfs alongside fullfsctl for
runtime control.
It may still have some rough edges, but I'm happy to work on those to
get it merged into trunk.

I've opened a PR on GitHub for a quick review,
and I'm open to working through a different process if preferred.
