Perhaps /usr/share/sys/syscalls.def ?

I'd suspect we might find more .../sys/... stuff (compared to the
amound of .../api... stuff) in the future which could minimize the
lonliness of syscalls.def  :)  Or even maybe /usr/share/kern/...
might work.
