Depends upon the nature of the reference implementation - if it is something
in widespread use, that is widely accepted, there would be none. But if
it is more of a concept implementation, a "look what the world could be like",
then it is almost inevitable that implementations intended for actual use
will differ in some, or even many, respects from the original concept.
Real implementations need to fit with the rest of what exists, and be cheap
enough, and reliable enough, and usable given users' expectations.
