It correctly thinks/knows that they aren't already loaded, because these modules don't exist in my custom kernel.

I run with a bare-bones kernel, and remove as many modules as possible, letting them get loaded as needed at run-time. A GENERIC kernel has many dozens of built-in modules, while my kernel has only 18. I have a couple of modules that are loaded at boot time (via entries in my /boot.cfg file), and everything else is loaded as/when needed, mostly via autoload.
