[GSoC 2016] Port Hyper-V drivers

Hello,

I am Moroo Akira, one of the students who will work with NetBSD on
Google summer of Code 2016.

I introduce my project here.

Currently, Hyper-V can boot NetBSD, but it is slow because it uses
full-­emulated devices.It also unable to use the integrated services.

In this project, I will port the specific device drivers from FreeBSD.
The drivers will enable it to natively run on.
