Obviously, not. I don't see another sensible explanation to this lie.
It is definitely not hard to issue two(!) commands to check it:

$ pkg_info -n libxml2
Information for libxml2-2.9.2nb2:

Requires:
xmlcatmgr>=2.0beta1


$ pkg_info -n xmlcatmgr
Information for xmlcatmgr-2.2nb1:


Same applies to web browser. This is not 1995, there's a number of
different web browsers out there. Some of them are pretty minimal.
For instance, Lynx can be built with dependencies only on curses,
gettext, openssl and zlib.
