in cdce(4) at last (I didn't look at others), cdce_start() is
called from cdce_txeof(), so when a packet has been sent to the adapter,
the next one in the queue is processed.
The difference with e.g. wm(4) is, I guess, hardware capabilities.
wm(4) has a transmit ring which you can fill with packets, the adaper
will read them via DMA and send them on its own. with cdce(4) you have to wait
for the adapter to have accepted the packet before sending the next.
