draft quota syscall switchover patch

Here is a draft patch for switching the syscall-level quotactl away
from proplib:

This is missing a compat_netbsd32 update but I believe it's otherwise
complete. (There is also some additional cosmetic cleanup not included
here.)

There is not a lot of time to kibitz, but in case anyone wants to look
it over, there it is.

Doing this changeover (and doing it now) has been approved by core and
releng.
