Multiple keylocks could mean that multiple keylocks are connected to your system. The "closedness" of the system could then be determined by the keylock that is "the most closed". Probably some sort of policy would be needed.
Maybe two people have a key to a system (different keys). Only if both of them put their keys in and turn the lock to their destined position, a system is open.
