Reviving SA: what about newlwp()?

I've started work on the revivesa branch, with the goal of re-adding 
syscall level support for scheduler activations. I think I can adapt the 
code to all the changes that have happened to current in the last year, 
except for the removal of newlwp().

Is there a new&better way to do this now?
