No. PMF suspend/resume deal with disabling and removing power for a
device that is not used. This is a side effect of preparing for ACPI S3
and similiar means, but not limited to that.

The specific sample of network devices is that a network device in state
!IFF_UP is disabled, so it can be powered down.
