com(4) suspend/detach patch

A patch for suspending/detaching com(4) on most buses is at
<ftp://cuw.ojctech.com/users/netbsd-39f5317d/com.patch>.  Tested on
ISA bus.

A tricky issue that I have not treated very thoroughly is detaching
the console.
