Perhaps someone with some background knowledge can tell better.
As I see it, EISA has started it, and the others have adopted
the 3letters+4digits scheme. After a while of chaos, Microsoft
has taken the lead; in particular they defined the PNPnnnn
numbers usually denoting standard PC mainboard components.
So in certain areas it should be safe to assume that an ID
means the same even on different buses. But I don't think
the gain is worth the risk. At least in the isapnp area
were some abuses which lead to that strange version number
field.
