When I try to boot a -current kernel (with options COMPAT_40 included) on a
slightly older userland, the startup of ntpd hangs.

ps in ddb shows:

 266              1      266          0 2       0    1             ntpd  tstile

and it never proceeds. Everything else seems to work fine. I vaguely recall
this had been mentioned before - did anyone analyze it?
