The problem with that flag is that it is entirely wrong for the
Southern hemisphere, there is no way of changing the direction that
the DST is applied.  Hence, this is probably why Microsoft don't
bother with it - but, then again, nobody important lives in the
Southern hemisphere, do they? ;)
