i think that in the long-term we should be deprecating this flag that
we set whenever a "superuser" check is made. i'm not sure why it's
needed at all, and this has a precedence with freebsd (in 2001).

moreover, it's gonna be impossible to keep it once netbsd moves to
fine-grained kauth(9) requests.

what i suggest is keeping the flag itself for backwards compat., but
not setting it anywhere.
