Because some people prefer ipf over pf.

What kind of argument is that? Of course pf can be integrated into altq 
if you drop ipf, but why is that a reason to drop ipf without further 
discussion?

Besides this, there already is work going on on improving our ALTQ stuff 
so both ipf and pf can work with it.
