Not per se.  While I don't particularly like it, pretty much anything
is acceptable provided the markup is minor enough to be ignorable when
reading it over with plain-text tools.  As I've usually seen them used,
mandoc and texinfo are examples that qualify; HTML can be, but far too
often - usually, IME - isn't.  I haven't seen much XML, but among what
I've seen has been examples of both.
