So how about a constructive approach (yes, I know I'm overly optimistic
in the volunteer context):

 - lets join a few people in an IPL->Lock tasforce
 - create a branch for this work
 - provide the needed infrastructure on that branch
 - brief the participants closely
 - have the taskforce tackle high IPLs first, in some random order the
   participants choose and commit on that branch - maybe with additional
   requirements like peer review
 - once an IPL level is done and working on the branch, merge that IPL
   level back (and at first time, all needed infrastructure changes as
   well)
