I think options NEW_BUFQ_STRATEGY has been superseded by
options BUFQ_READPRIO (though NEW_BUFQ_STRATEGY is still
defined in src/sys/conf/files for compatibility).

Maybe it's better to have (commented-out) options BUFQ_PRIOCSCAN?
(should we ask yamt?)
