I'd prefer generating them on the fly, cache them in the compile directory. Otherwise every change in one keymap would need two commits and a script run - unnecessary complexity/redundancy in my opinion and it may lead to people modifying the wrong files. Even on slower machines the conversion script shouldn't eat more than a few seconds anyway.
