I can see if I can add a sysctl knob, but I need to fix the default at
compile time. The panic I'm seeing is during MAKEDEV on a machine with no
/dev, and it's a bit hard to sneak in a sysctl before that (besides the
fact that there's no sysctl on that system, and no place for it either!)
