Unless I misunderstand your problem, then I posted an explanation of how
to get a DEC keyboard working to the port-vax list. My reponse was a
little while after your initial post, as I got sidetracked trying to
build a kernel with your LCG driver.

To recap, I got my DEC keyboard to work on a VAXstation 3100 by setting
the boot flag to 1:

 >>> SET BFLG 1

This prevents the NetBSD loader from automatically booting a kernel, but
typing "boot netbsd" at the bootloader prompt does the trick. I have to
do this on all my Vaxen (MicroVAX 3100 m80, VAXstation 3100 m30 and
VAXstation 4000 VLC) whether they are using a keyboard attached to a VT
terminal or - in the case of the VS3100 m30 which uses the mono
framebuffer and a monitor - a keyboard directly attached to the machine.
