I've just remembered bin/11465 (submitted by myself),
and sparc64 also seems to have the same problem.
If time offset is negative, "ntpdc -c loop" says:

% ntpdc -c loop
offset:               -0.063699 s
frequency:            -500.000 ppm
poll adjust:          4294967272
watchdog timer:       9 s
---

I guess "poll adjust" value is just printf problem,
but I wonder why frequency is always -500ppm.
