Matt's change is quite new.   The requirement to have every COMPAT_nn
after the one you really want has been there a long time (it was before
my time using NetBSD, but from looking at the sources, it appears as if
in the very early days an attempt was made to do it as you suggested,
but that had fallen by the wayside before 1.3 - maybe before 1.2).
However, that requirement was never explicitly stated anywhere I ever
noticed.
