at the time of exec, the hard limit sets the point at which things
would start being dynamically loaded.  stack usage cannot move beyond
this point, even if the soft or hard limits are set beyond it, but
once you call exec, things can more around again.

the soft and hard limits can grow larger than the maximum allowed
usage, and MAXSSIZ bcomes more of a per-process data point than a
limit.
